In January 2023, the on-site meeting of the "Hundred Counties, Thousand Towns, and Ten Thousand Villages High Quality Development Project" (Jinli) in Zhaoqing City identified Jinli Town as a "pilot project for high-quality development of new industrialization, new urbanization integration". Gao Yao proposed to follow the "three arrows" approach of industrial transformation and upgrading, urban renewal and improvement, and institutional mechanism reform, to build Jinli into a provincial-level demonstration model for high-tech zones, a demonstration model for the integration of industry and city, and a demonstration model for the "High quality Development Project of Hundred Counties, Thousand Towns, and Ten Thousand Villages". As the "hometown of Chinese small hardware", Jinli hardware industry currently has more than 5800 enterprises and individual businesses, with more than 70000 employees. To solve the development bottleneck of "more stars and less moon" in Jinli's hardware industry, Gaoyao has built a hardware intelligent manufacturing town with a total construction area of 4500 acres in Jinli, building a "big hardware" industry pattern that integrates production, research and development, and economic and trade. With the support of the National Building Hardware Product Quality Inspection and Testing Center (Guangdong) and the Jinli High tech Zone Office of Guangdong Provincial Quality Supervision Small Hardware Product Inspection Station (Zhaoqing), Gaoyao has created a "one-stop" service platform for hardware product quality infrastructure, promoting the dual improvement of industry cluster quality and brand. By implementing the "three one-third" work system, we will focus on strengthening and extending the supply chain of automotive parts, hardware manufacturing, fine chemicals, and new building materials industries, and accurately attract investment. We will target emerging industries and cultivate new business models. At the same time, with a good industrial foundation, location conditions, and resource endowments, Jinli actively undertakes the transfer of enterprises in the Pearl River Delta, serves as a reservoir for industrial spillovers in the Greater Bay Area, deeply embeds into the innovation chain of the industrial chain and supply chain in the Greater Bay Area, adheres to supporting development, complementary development, and distinctive development, and has attracted a number of innovative and beneficial projects to settle one after another.

Economic development prioritizes transportation; People's livelihood is happy, transportation comes first. Gaoyao will accelerate the construction of an internal and external smooth transportation system in Jinli, strengthen the connection with Foshan Sanshui and Gaoming transportation plans in accordance with the three vertical and three horizontal transportation plans, accelerate the promotion of external connection projects such as the relocation of National Highway 324, accelerate the construction of Jinli Avenue, Jinli Port and other projects, and fully connect with the Gaoming Fuwan Highway; Internally optimize the construction of urban road networks, accelerate the expansion of Jiangbindi Road, Industrial Avenue and other projects, accelerate the interconnection of transportation, and break through blockages and breakpoints.

Jinli Town in Gaoyao is a famous traditional dragon boat town, known for its beautiful flower market and dragon boat scenery. In order to strengthen the inheritance and protection of dragon boat culture, optimize the configuration of cultural and sports infrastructure, and construct the Jinli Dragon Boat Museum with high standards, it will be put into use in June this year. The Jinli Dragon Boat Square, library and other cultural venues are also under synchronous construction to better meet the diverse cultural needs of the masses.

In order to attract more "new Jinli people" to take root in Jinli and "old Jinli people" to return to their hometowns, we must focus on filling the gaps in education, medical care, cultural and sports, expanding the urban area of Jinli, and accelerating the improvement of the functional quality of Jinli city. At the same time, it is necessary to continuously improve the public service facilities in Jinli Town, build projects for primary and secondary schools and kindergartens in Jinli High tech Zone, and solidly solve the problems of degree and teacher shortages; Accelerate the promotion of the new hospital of the Fourth People's Hospital of Zhaoqing City (Jinli Center Health Center) and Guangdong Medical University Bay Area Hospital, comprehensively reversing the backward medical environment; Accelerate the construction of the second sewage treatment plant in Jinli Town, the Xinsheng Zhaoxing sewage treatment plant, and supporting sewage treatment facilities for the hardware trading center. Recently, Gao Yao issued a decision on adjusting a batch of district level government service items, clarifying the adjustment of 85 district level government service items to be implemented in Jinli. This round of adjustment mainly focuses on hot areas such as project investment, urban construction, business registration, employment and entrepreneurship, enrollment and school leave, and land management, achieving high-frequency matters such as "enterprise investment project filing", "housing sublease registration", "individual industrial and commercial household establishment registration", "domestic branch establishment registration", "one-time entrepreneurship subsidy application", and "entrepreneurship rental subsidy application" can be processed in Jinli Town, maximizing the benefits for enterprises and the people. According to the principle of "necessary decentralization, relegation, connection, good utilization, and integration of power, responsibility, and financial resources", we will deepen the decentralization and empowerment, and increase the number of financial and economic matters that can be handled from the initial 16 to the current 188.
